David C. Jones, CPFA, FCCA, (UK), Vice-President for Accountability
David Jones is a Chartered Public Finance Accountant and a Chartered Certified Accountant of the United Kingdom; and is the sole author of the textbook: “Municipal Accounting for Developing Countries.” This is a comprehensive manual, jointly published by the Chartered Institute of Public Finance and Accountancy (UK) and the World Bank. He has also authored many other papers on financial management. As a practicing public finance professional for over forty years, David has a passion for public accountability. His experience in the UK, and subsequently, managing the finances of water supply, sanitation, education, health, welfare and local administration, which he also taught at a UK college, makes him a natural participant in the work of MIDEGO. Using the municipality as the focus for change, David has developed a “Municipal Health Financing Toolkit” to improve financing and accountability for development programs, particularly public health services.
David has demonstrated and rich international experience. For seven years, David was providing financial training, whilst living in Uganda and Malawi. Following this, he has worked in over fifty countries on all continents. He was, for seventeen years, at the World Bank, as a Senior Financial Analyst and then Financial Advisor, for public utilities, water supply and urban development projects. There, he managed improvements in developing country financial management. After his World Bank service, he was at the Harvard University Graduate School of Design, as a part-time Instructor for the Master in Urban Planning degree, as well as a Research Fellow at its Center for Urban Development Studies (1987-2005). In addition to his work at MIDEGO, David is now a Senior Research Affiliate at the Institute of International Urban Development, in Cambridge MA., in association with his former Harvard colleagues.
David has taught public finance for the Master in Public Administration degree, at George Mason University, Virginia. He has, also, taught at the World Bank Institute and at many other institutions, in the USA and elsewhere. He has provided consulting services in many countries of the former Soviet Union and Eastern Europe; in Africa, the Indian Sub-continent, East Asia and the Caribbean, as well as in Central and South America. In the early nineties, David testified before a Committee of the US House of Representatives, about financial management of Washington DC. He has also advised the Parliament of Georgia, in the former Soviet Union, on local government audit law.
In his passion for Full Accountability, David has developed it into a new methodology based on using available RESOURCES to achieve satisfying RESULTS. This simple and powerful financial concept closely accords with MIDEGO’s Asset Based Management (ABM) Formula for prudent and rational health care management decisions and output accountability. David has also developed a number of practical tools that take out the fear of working with numbers, build financial management capacity and help organizations and national and municipal governments rapidly start up Full Accountability Programs. In recent years, working closely with Russian consultants and colleagues, David has introduced these FAP ideas into Russia, as well as into other parts of the former Soviet system. He has also provided instruction and training in performance-based budgeting, for local government, to the Russian Institute of Urban Economics in Moscow.
